Combat system : initiative

Could it be possible to implement some sort of priority of moves between units ?

The fastest units moving first.(crossed with order number)

ex : You wanna stop theses infantry units ? Send your bomber to fix them.You got a better probability to hit first with fastest units than with slowest ones.

I hope that my example is clear.

I like idea but it needs to be posted so all who play can see how troops interact and move acording to the system proposed.

Interfering with the movement orders is very complicated, unfortunately. The way our system works, I'm not even sure if it is possible at all.
