Why is spamming and trolling tolerated (for certain players) if its against the rules? Ban those people from forum who necro post knowing it's against the rules and those who spam without any meaningful content. It's really not that hard.

I am not sure about that. It seems they got used not to enforce the rules against certain people and that is a mistake.

Just report and mods can respond. Generally if it's not reported and it continues, it's because mods have not been informed, or the spam/troll/necro has been mutual without reporting, and so mods interpret it as banter.
