Reinforcement Question

Gonna keep it short and simple..How do you change the reinforcement rate for a country?

You can't. Neither for a city nor for a country as a whole. You can, however, disable countries. And if they're small enough (like Iceland, which is effectively a troll country) this practice makes a decent substitute.
