Japan has the required resources to build a nuke in months, if not weeks. It doesn't really need an active arsenal.

Romania can as well, but that's not the point; China already have means to succesfully invade Japan conventionally, therefore Japanese response can either be conventional defense or nuclear response. Japan as you alone said; doesn't have ready nukes like USA-Russia and Pakistan-India, and making few take weeks - your words - by that time the invasion will be over, million will be dead and the country occupied, as for now, Japanese conventional forces are smaller and weaker than the Chinese one (for one reason or another). But if Japan make ready nukes, that will remove the threat of Chinese invasion and war with China for good, just like US-Russia and India-Pakistan conflict.

US/EU centric, how many times you've heard people talking about south america, africa or asia? Asia is only mentioned if theres war in the middle east, africa if theres hunger and south america only if theres some coup.

80% of stuff and events happen outside US/EU, yet 80% of the topics in the news and discussions are about US and EU.

China already have means to succesfully invade Japan conventionally.

China cant invade Taiwan, nevermind Japan, it barely has any landing craft, it will have to use comercial ships (~140 landing craft from 1970s-1990s).
