Remove maximum event units for scenarios

Ok so this seems to have a simple solution. Why dont we make supporters and mods review all maps when published for abuse. its a simple fix as we log in every day and will allow events to be whatever they want. This should only be for initial publishing as edits will be a lot of reviews. Initial approval with no limit and random reviews by supporters to make sure that its not been edited for abuse

People who made one map that isnt played thinking they are suddenly they should have any say over people who constantly make maps and help mapmakers with input, its sad.
